uses its U.S. government equipment "in strict accordance" with existing contracts and regulations, an officer of the company said Friday. He was replying to Friday charges of misuse of government equipment by Sen. William Proxmire, who accused Northern Ordnance and 22 other US. companies engaged in defense work of using government equipment for commercial purposes.

Proxmire said the misuse was "costing the government over the years billions of dollars." In a prepared statement, Northern Ordnance, which operates the federally regulated Naval Industrial Reserve Ordnance Plant as part of its Fridley plant, replied: "All use of government equipment at Northern Ordnance is in strict accordance with Northern's contracts with the government and applicable Department of. Defense regulations. "Whenever Northern uses any government equipment for commercial purposes, it pays the full rent required by its contracts and government regulations. "Such commercial use is now running at less than onehalf of the maximum level permitted by Northern's government contracts." Correspondence between the company and the government indicates a disagreement regarding the interpretation of a regulation that no more than 25 per cent of the work performed in the naval reserve plant be of a commercial or non-governmental nature. The local mutual fund management company has filed a request with the Securities and Exchange Commission (SEC) for an exemption permitting it to start the fund, which would probably be called IDS New Dimension Fund. In its request, the company proposed to buy 10,000 shares of the capital stock of the fund at $10 a share to provide the minimum $100,000 initial capital required by the SEC. The objective of the fund "will be to provide for its shareholders a diversified holding of securities which appear to provide the potential for above-average ciation commensurate with risk." The fund's investments would be mainly in common stocks but also would "invest heavily in fixed income securities and-or cash and short-term securities when a defensive position is warranted. While dividend and interest income may accrue from such action, long-term above-average appreciation will remain the sole objective of the fund."
